Spain’s Council of Ministers has approved the Spain
Tourism Strategy 2030, a comprehensive plan developed through a participatory
process involving more than 200 public and private entities. The initiative
aims to guide the transformation of Spanish tourism toward sustainability,
inclusivity, and balanced growth — placing residents, workers, and destinations
at the center of policy for the first time.
According to Minister of Industry and Tourism Jordi
Hereu, the Strategy “places Spain’s leading industry, tourism, at the heart of
the political agenda — as a responsible and redistributive activity that
generates opportunities and preserves the cohesion and identity of the
regions.”
A nationwide plan with five programs and 148 actions
The government’s approval includes a cross-ministerial
plan to implement the Strategy through five key programs, 50 measures, and 148
specific actions involving multiple ministries and agencies. The plan builds on
Spain’s Tourism Modernization and Competitiveness Plan, launched after the
pandemic with €3.4 billion in EU recovery funds.
The Strategy is structured around 15 common goals,
combining five focus areas — destinations, businesses, workers, residents, and
tourists — with the three pillars of sustainability: economic, social, and
environmental.
Among its initiatives, the government will create a Tourist
Accommodation Observatory to develop an atlas of tourist intensity, helping
local authorities balance visitor numbers with residents’ quality of life.
People at the heart of tourism policy
For destinations, the focus lies on climate resilience,
collaborative governance, and the transition toward green and blue tourism. For
businesses, the plan promotes digital transformation, innovation, and a circular
economy. It also supports tourism workers through training, fair employment,
and gender equity.
Residents benefit from stronger social cohesion and
protection of local culture, while visitors are encouraged to engage in responsible
travel that respects communities and the environment.
Aligned with the UN 2030 Agenda for Sustainable
Development and the EU Sustainable Tourism Strategy, the Spain Tourism Strategy
2030 reaffirms Spain’s leadership in shaping a future for tourism that benefits
everyone — travelers, communities, and the planet.
